Implementation of layered VC in the same VC and Stage mode. + Including video performance for stage

Discord still using the old format of a generic video conference software where people needs to take turn talking while others have to listen. As a VC increase in number of participants, people are stuck muted without the ability to talk with other members while inside the same event VC. This is useful for stage as an event venue where you can allow performers to continue to perform and audiences can talk within their own groups while participating the event.

I hope we can get these functionality from Rally implemented then it would become an even stronger video conference tool that I'm willing to pay more (even when I'm already paying for Nitro)
