Sound for Text chats

Discord should enable soundboard emoji in text channels, displayed with a play icon. Users can opt to hear them instantly or keep chat sounds muted. Tapping on an emoji plays the sound for the user only. Multiple sound emojis play sequentially, muting the prior sequence to avoid overlap. Soundboard emojis cannot react to messages. Introduce a permission to control their use in channels, and nitro users can use them from various servers in any text chat.
