VC feature: Conch Shell

I have a new feature for you guys to implement, it's like the conch shell in Lord of the Flies.

In some voice channel where the conch shell is enabled, the first person to join the channel gets the shell. Having the shell means you get a shell logo next to your name. If someone else wants the shell, they have to ask for it.

The one who has the shell can decide who will get it next. Please implement this in discord and make it an option for users to add to their voice channel, I know I would use it in my channel.
