How do we report and get accounts banned that are impersonating leaders in our server

Have multiple accounts that are impersonating leaders that are in our server. 

They are not joined to the server but they have a ghost account in the server that is then being fed to the other account and people are getting friended and direct messaged about scam ‘products’
