PC: Reply option hidden

Whenever you hover over a message on PC, why is it that forwarding is one of the “premier” options while replying is hidden under the “More” column?

Replying is far more common than forwarding, I rarely ever see anyone actually use the forwarding feature, and replying to a message should not be a multi step process.
