Option to choose which roles are not above a server's moderation verification level

I have a server that I would like to have a bot automatically add a role when a member joins but at the same time I have the server moderation set to where users need to verify their phone number on their accounts before they can talk the server. It would be nice if we can choose which roles that the moderation will still apply to so even if they had a role they would still need to verify their phone number.

    Some bots require new people to acknowledge server rules by typing "Agree" or something in a chat. By using that bot, you can achieve this because they'd still need the moderation verification to type "Agree" or whatever.
