Ability to get pinged when a role you don't have is mentioned.

A feature that allows you to set yourself to get pinged by roles you do not have when they're mentioned. This can be useful in a lot of scenarios and it's set by YOU personally which means you can also always remove it... A couple of situations being...

Situation #1 - You're a friendly community member helping a random user so you have @Administrators [/Whatever the staff-team is] added to it.

@Administrators How do I.... {blank}
@Administrators Do you get {blank} if you {blank}?
@Moderator Can you give me {blank}?
@Staff is {SOMETHING} allowed!

Often in these situations there is a helpful community member who can easily jump in and answer the question that way the Administrator or Moderator does not have to bother answering... Because the answers are simple...

@{USER} No, those are reserved for VIP(s) (Very important people/person). You have to actually know the owner or co-owner rather personally to get those.
@{USER} Unfortunately the Moderators (and rest of the staff-team) are NOT allowed to provide you with equipment they spawn in for any reason. If they wish to give you items they worked hard for they are allowed too but it's highly unlikely seeing as you only have {X Minutes} on the server.

Situation #2 - It's a discord that knows that the usage of @here and @everyone is crazy-annoying so they only ping one role... But they don't have a bot set to auto-assign roles.

MORAL ... It literally just lets you get pinged for notifications to roles you don't have.
Obviously you still need access to the channel and have read-history and such.
It just allows users to help other users and get notified. 

They can always remove roles they don't want pings from anymore and the roles are per-server.
