Make New Server Creation require a verified mobile number to prevent malicious servers

Context - Ive noticed a lot of people selling illegal stuff like stolen accounts make a discord server, get banned and then make new accounts to repeat.

Making new server creation require a verified phone number will hopefully be an obstacle for this.

New users/users without a phone number can still join existing servers or make group chats.

    That would prevent the creation of new legit servers, since not everyone has a phone number, or doesn't want Discord to know it.
