Certian emotes should be locked for reactions

When reactng to a message there can either be the option to use all emotes, or no emotes at all. Allowing Owners/Admins/etc to lock certian emotes to where allowed roles can use them. For example in the Discord Testers server the "download" icon emote is used as of now to show whether users got an update that was pushed out. Allowing that reaction to only be added/used by a selected role will help keep order of who is adding that reaction and also allows other users to add their own reactions as well. Showing an indication of who added the reaction(s) in the Reactions screen would also be useful to see/have
