global roles override all other permissions

so this is something of a duplicate but with additional details

I am not happy with the current role hierarchy

while it is important to fine tune roles and get finer results down to the user. it doesn't enable full control

the scenario is this, I have several users who have hidden channels for themselves, I have an observer role that is granted to some users so they can peek into all channels, including hidden. but it doesn't work with the current hierarchy. 
this wouldn't be fine, however every guild at some point would need global roles used for staff/moderators which should supercede user refined permissions.

what I propose is an option to upgrade roles as a 'global' role. these roles as others have suggested, overrides other lower tiered roles and user defined roles.

otherwise, I would have to rely on a bot making multiple API calls to edit permissions for that user on every channel.
