Feature Request: Notification limiter

Hi there!

Since I've got myself a few friends in common channels that occasionally like to chat about one word per message leading to a spam of discord notification sounds, I find myself in need of a way to limit the amount of notifications to something like a maximum of 1 notification per minute (or x seconds or whatever).

Once i got a notification i already know i need to look at discord at some point, i don't need 10 notifications in 10 seconds to remind me of it.

So: if i could limit the notifications to a maximum number in a self-specified time period, that would be fantastic

  Strange that this is not an option already.
  I have some friends that tell me they didn't see my messages because they straigth up muted some channels because "sometimes I get spammed by notifications its annoying".
