IDEA: Get permanent server boost

Get permanent server boost, like a nitro subscription, but for server owners. Change the levels to be tiers of subscription, i.e:

Level 1 - $x.xx

Level 2 - $y.yy

etc.

This takes the onus off of the community, to boost a server, and places it in the hands of the owners. Owners can still get help for this from their communities using other funding sources. This would give smaller servers the ability to look better, and potentially attract new users.
Plus discord still gets an income... I can imagine this feature would be snapped up faster than the current nitro sub.
