Android Notification-/ Status-Bar

Hey there, since 2 Weeks, Messages that answered direct in the Android 9 Status-Bar, aren't sending. The Operating-Circle rolled on infinity and only when I open the App in foreground the Message is send to the Server. Funny is, if I opened the App, I become a new Message in the Status-Bar, for my own Answer...
