Allow users to disable message highlight, but allow smooth scrolling and gifs to autoplay.

The message highlighting is unbearable for me because i have ADHD and the flashing lights overstimulates me and causes headaches and stress. But the only way to disable this is to enable reduced motion. The issue is features i enjoy like smooth scrolling and auto playing gifs are impossible to enable. Its very insulting to a user to show a toggle-able ui feature greyed out. gifs
