Ability to redirect articles on discord feedback

I see allot of posts about the exact same thing and think it would be beneficial to allow for users to submit a is similar article to a moderator. If the mod approves the request, the votes get consolidated into the same suggestion.

  there's no point, if you know something was already suggested, upvote the suggestion directly. Dupes were managed back in DF's era, but that's no longer the case
