Upload Key Combination not working

I'm on german keyboard layout, and in the Key Combination Overview there is [ ctrl ] [ shift ] [ U ] designated as "Upload files".

I would therefore expect it to act as if i press the big ( + ) Button left of the text input but instead pressing these keys does exactly nothing.
