Stop public server ping abuse - Limit mentions per message

With increasingly more members, public servers are getting more spammers, especially spammers who abuse message notifications.

Possible Solution: Server option to limit amount of mentions in a single message (e.g. 5 max member mentions in a message).

This would limit how many users a spammer can ping in one message, and would make this method of spam more futile.

This would not apply to roles as they are cannot be mentioned on lots of public servers.

The input could like something like this:

  Hey ADAMJR,

  I think this would be a good idea, but until this feature becomes implemented, I recommend inviting a bot to your server that limits ping usage.
