[Suggestion] Add server themes

When a server reaches level 2 of Nitro Boosts, if it is a partner, or validated, it unlocks an improvement: "Server theme".

This option is configurable in the server settings by administrators, or those who have permission.

Server members, meanwhile, unlock an option in the server settings, below the "Notification settings" option: "Server themes" with an on/off bar.

This option consists for example in adding a background in the channels, adding colors in the server (because yes Discord is not colorful enough) and other options...
