Friend is completely unable to stream any steam game to us in calls - Please help

A friend of mine has been trying to stream gameplay for us in our VERY small server (5 people) for a while now and for months has been running into a very strange issue. He is able to stream games to us normally if they ARENT on steam but the SECOND he tries to stream a game he has on steam, his ping skyrockets, the stream drops down to like 1 frame per 10 seconds and we're no longer able to hear him. I've tried looking into this with little help. I found one guy saying to turn off some settings under Voice and Video but that didn't help our issue. His internet is otherwise fine and he's able to stream pretty CPU intensive online games in high quality regularly but the second its a game on steam, its unwatchable. Does anybody have any idea why this might be? We're grasping at straws here.

    Possible workaround: While in a game, after a death or during a break, have your friend exit Discord fully, then relaunch.
