Verified Developer Badge & Suggestions on a better way to implement it
Ever since The Verified Developer Badge was removed it created more problems compared to when it was available.
I am currently developing a Discord bot, I never really cared about the badge as all I care about is getting experience programming bots, but I have spoken to people who have told me that they have been harassed by people trying to buy their accounts just because they have the badge, in some cases even threatening to hack their accounts (but we all know that those people were probably salty kids)
In my opinion they should re-add the badge, but change how you get it, and how discord bots are verified in general. Instead of what we have currently, The main dev should have to do a test (like what you have to do to get the mod badge), and after the test is complete they should have to join a discord server, where they have to be active to verify that they didn't just cheat on the test. The bot that they want to be verified should then be tested by a panel of random people (or devs) from this server to ensure the bot is of good quality etc. Once the bot and dev have passed all these tests, then they should be faced with a min server requirement, but make it so the servers have to have a minimum member count to combat ghost servers. Once the Bot and Dev have passed all these tests they should then be verified.
By doing this, it should cut down on the number of kids trying to get the badge dramatically as they would have to have knowledge on the subject, compared to just following youtube tutorials. It would also stop the harassment of users with the badge atm, and it would dramatically reduce the number of accounts being sold just becuase they have the badge.
I understand if you don't want to add the badge again, but I just wanted to provide a few suggestions to help make the Discord community a better place.

Being active within a server? ehh, bad idea imo.
The rest of the suggestion? Absolutely brilliant ideas.This is one of the first dev badge compromises i’ve seen that actually makes sense & could work well.

You said that following YouTube would be irrelevant if this was implemented. Well, people would just post YouTube videos "walking through" the process of verification, likely showing the correct answers as well.
