Split "Manage Roles" permission into more granular controls

I'd like to suggest that "Manage Roles" be forked into two separate permissions so that a user could be given the powers to grant/remove roles, but not actually create/edit/delete roles.

  even having "advanced options" for these clumped up roles would be helpful

  I understand wanting to make giving/removing roles simpler, but certain roles don't need to be bundled like this
