Reputation rating system for profiles and users

Just an idea, I run a serious RP public server and I find myself running into the problem of getting people that lie about who they are and when they finally get in they usually cause problems. Of course they are dealt with swiftly, but I thought what if there was a way to see a user/profile rating in stars so you can get an idea of the person ahead of time, this includes behavior in other servers, interactions with others and what not... almost like a product review, something Xbox used to do back in the day with their community. Now of course a system like this could be abused no doubt but I am sure there is a way to prevent a good amount of abuse such as only allowing those with a certain amount of hours on a profile for example to make reviews of others and how much one would get deducted/added reputation from others.
