Quick access video and picture upload.

This is a button next to the GIFs and stickers when you can save a few files like videos onto discord, so you can just open it and select the one you want to upload instead of having to press the plus button and navigating to find what you want to upload. This will save a lot of time. It's just like uploading a GIF, but it's just a shortcut of a video or picture from your computer just saved onto discord for quicker and easier accessibility.
