Stop people from viewing camera video feed

I would like to invite randoms every so often but all the normal people in my community show their cameras and would like for the new people to not have access to see the camera video. For example, @everyone  would not have the ability to see camera video but could see game streams. If it is easier to block both, we are okay with that. Please make this a setting as it is not easy to understand how new people are until they have been around for awhile.
