Set up admins/mods to be able to edit other users' alt text in images

Very happy to see that alt text* support for images has been added to desktop Discord. It'd be really cool if there was a capability for admins or specific roles to be able to edit the alt text of other users' pictures in their servers. A lot of people forget to alt text their pictures and I would love to set my mods up to be able to help me alt text pictures that people forgot to do it with. Hopefully this suggestion is considered in the future, as I think it'd help normalize the use of alt text in all discord servers. I imagine it wouldn't be incredibly hard to implement, so hopefully this is something considered in the near future.

*alt text functionality allows users to provide image descriptions when they upload an image primarily so that blind people using a screen reader can tell what the image file is, rather than the screen reader just reading the image file
