"Freezing" Pinned Messages in a Text Channel

I wish you could make a feature that enables server moderators to have pinned messages being frozen in the chat window for all users that has access to the following text channel (Something along the lines of frozen rows in Excel). I think this feature would serve well in settings where you have temporary events or just generally important messages we wish to announce to users of the particular text channel.

An idea of how to implement it could be that you'll have the ability to tick off boxes next to or close to the pinned messages in the pinned messages tab. This way you could manage and prioritize which messages we would want to expose and which would be ok having "hidden" in the pinned tab.
