harassment not being solved

i had previously blocked a user on here due to harassment, stalking, blackmail, threatening to post art of a character i own without permission, badmouthing, trying to turn my friends / other people against me, abuse, and more. this user keeps going back into old messages and editing them to be more threatening and attempting to insult me to start another conflict. (yes you can edit messages even when they are blocked or you blocked them, why is this a feature!?) 

this user has been going around on multiple platforms, especially here, and spreading lies and false information about me to get as many people as possible to turn against me. discord has done nothing except say "block them" which is a lazy way of handling the situation. this user should NOT be on discord and action NEEDS to be taken!
