Allow admins to limit soundboard usage using a cooldown.

Hi, in our server we welcome the soundboard implementation wholeheartedly and think it's great but as an admin it would be much better if we could limit the usage to say 1 sound per hour. Even 1 second cooldown would be helpfull as it combats soundboard spamming. If it's allowed to be used infinite times then people are going to use it to death and everyone will have it muted by default. But if we as admins can limit its usage we could get more out of it. 

Even allowing the API to send messages to bots regarding soundboard usage would help alliveate the problem as a bot could then be programmed to remove and add roles that give soundboard acess. Effectively creating a cooldown.

    Was gonna suggest this. I believe it should be a role-specific setting (rather than a channel-specific setting), so that more trusted users can use the soundboard more frequently.

    Perfect. I would also appreciate a cooldown for individual soundboard sounds for the entire voice channel, applicable to all users, because some sounds are more annoying than others. Doesn’t matter if your role has a 5s cooldown on soundboard. If the particular sound was used by anyone within the 30 s, you can’t use it.

    I wanted to suggest it too and searched for it first and didn't find a post about it. Only when formulating my post I found the contribution here. Maybe you should adjust the title again. Something like: "Soundboard Cooldown for Channels". So the post can be found easier. ^^
