Sound board functionality issues

I think it is a bit problematic if the audio files that are registered on the sound board are paid for and can be downloaded by users on the server due to licensing issues.

This is because many licenses have a "no secondary distribution" clause, which is violated.
If this is to be improved, either disabling downloading or adding a new permission to download would be appropriate.
