Automated privacy settings for new server members

New server members have to get used to everything happening on the server and are an easy target for scammers in direct messages that are after sensitive information.

To prevent that easily is to put all new members privacy settings to off as it comes to receiving anonymous direct messages.

It would greatly prevent a lot of scam issues
