Block users on a channel-by-channel basis

Current state: blocking someone blocks their messages in every channel.

Preferred state: allow us to block users in specific channels, while leaving their messages unblocked in other channels.

Use case scenario: we don't mind conversing with someone about video games or other mundane topics, but we don't want to see their posts in more controversial channels.
