Mobile Notifications are Terrible

- If my PC client is on, I don't get phone notifications. Why?? Why can't I chose to get all of them?

- When I shut off my PC, ALL notifications flood the phone. Why???

- Calls either never ring or ring once and that's it. I keep missing calls. Why can't I set it to ring loud and clear repeatedly??

Why is such a basic feature such as the phone ringing when I get a call just so obtusely made??
