Pre and Post-joining questions should be easier to modify

The questions should have their own section on onboarding.

It is terrible that I cannot edit them with a click for them to being pre or post joining.

I have questions with 30+ answers which have been answered for hundreds of people and recreating them as post-joining questions would be painful and I would lose all the previous answers.
