Ability to add/manage bots

There should be a permission to assign to a role or person able to manage bots just like there is one for emojis. This would make things a lot easier on servers so you don't have to make someone an admin to be able to play around with bots.

    I definitely agree that it should be something like "Add Bots" permission.
