When moving a channel that has the same permissions as the category, it should still give you the "Would you like to sync permissions?" option.

Currently, if you move a channel into a category that happens to have the same permissions, it won't prompt you to sync the channel's permissions to the category. This has led me to accidentally forget to sync them resulting in a hassle down the road when I change the category permissions and nothing happens to the channel(s).
