A method to allow all all messages be sent to push notifications

It would be really good for us to be able to set a channel (alternatively a server) to throw 100% of the messages to our mobile OS's push notifications server.

I can accept that this may require similar protections to 2500 people = no push notifications. But for very important channels, this would allow mods to get on top of something that they otherwise may dismiss.

There have been some cases that required our attention that presented as three push notifications, when really there were many many more.
