Voice Chat Lurking
I suggest allowing members with the manage channels permission to be able to join voice chats silently, without being able to talk and not showing up on the list. Other members with the permissions would see them on the list, but they have their icon faded to represent they are lurking. It is easy for moderators or admins to lurk in a text channel by going invisible and just watching people talk, to see if people are acting wrong. It's even more important in a voice channel because you can't go back and see what people were saying. They could be breaking the rules until a moderator joins, then return to breaking the rules after the mod leaves. Being able to join without anyone knowing and listen in would allow us to see if people are breaking the rules. Of course, they wouldn't be able to speak unless they joined normally.
I don't see this as creepy, because it is quite easy to join a voice chat and mute yourself which could also be considered creepy. However, keeping it to a specific permission would make sure only certain members would be able to join, and keeping people from talking while in this mode encourages them not to join in this way without good reason.

No. This would not be added as this is a major privacy issue. I would never feel safe talking to my friends on discord again, ever.

I agree with Enebz, this is a major invasion of privacy. Individual server admins can join a channel if they need to, the same way as everyone else can. If there's a major issue, leave the moderation to Discord staff, who are already able to listen to conversations if they need to.
