feature to control notifications from specific user or roles (different from blocking)

if a player is just not willing to receive notification from a specific player while doesn't want/need to block them, here is a method to:

a player can use the suppress method to a specific player so that the former won't receive any notifications from the latter even if specific player mentioning is used.

or, if a player doesn't want to get notifications from a specific role mention, same goes to above but based on roles instead.

however, DM, in this case, is still enabled each other.
