Silent join permission.
A permission for voice channels to allow moderators, or even all users to join silently.
For privacy reasons, it can be turned on just for public community servers.
Reasoning: People will want to hear people joining in normal voice calls with friends. But some servers are able to have significantly larger voice calls. Or people who join and leave frequently.
Event calls.
Event streams.
Large popular discord servers with frequent joining and leaving.
Music streaming voice channels.
Debate or voice channels about serious discussion.

We are a coaching community, where members stream their coaching session to a larger audience.
The sound of people joining and leaving can be quite annoying over time.A special permission to join those games silently would help a lot

So this got added as a feature recently, but for some idiotic reason has no permission to restrict it's usage and it's entirely up to the person joining whether or not they join silently. As a result users in my server have been using the feature to troll and even eavesdrop on private conversations while others aren't aware of their presence in the channel.
