VItrual Backrounds when video calling

Add the option to enable virtual background when you are in a video call no mater if it's a group call, private or a server voice channel. Plus the addition to add the option to add custom pictures with the support for most file types. Like PNG, JPEG and other. A great addition to that would be permissions for servers if they want to enable the option in their voice channels and with the option to disable video call all together.

    *Should also be available for all of 5 or more Discord supported platforms. (Counting Windows, Linux and MacOS as deferent platforms)
