Feature Suggestion: Soundboard for voice chat

A Soundboard would effectively be emojis for voice chat.

Users should be able to click a button, and the corresponding sound plays in their active voice channel.
Soundboard should likely be hidden when not in any voice channel.
A limit of less than 10 seconds per sound clip would be more than enough.

A new subsection in server emoji settings for sound effects would likely be needed, as well as a new permission for roles.
