Bug Report: Spontaneous Unidirectional Silencing in Voice Channel
There seems to be a problem with Discord where, arbitrarily, some players in a voice channel can't hear certain other players - but it's only unidirectional (i.e., A can't hear B, but B can still hear A) and only for certain players (i.e., A can't hear B, but both A and B can hear and be heard by C). The fix seems to involve some players (not sure if it's A or B) to leave a channel and rejoin, or potentially reloading/rebooting Discord (CTRL + R) - but this is temporary and the problem can return at a moment's notice.
When this bug manifests itself, there is no indication to the affected user that they cannot hear somebody. That is, if A cannot hear B, he will not see A's name light up when B speaks (the way he would see C's name light up if C spoke and A could hear him). The only indication he will have that he can't hear B is when C answers a question in the voice channel that B asked - from A's perspective, C will be answering an unasked question, umprompted, indicating that A couldn't hear someone speaking.
This does not seem to be related to connectivity, as I have had several green bars of connectivity when it happens to me.
I have noticed this glitch in multiple servers. It seems to be a fairly recent problem (the past few weeks). I am using the PC desktop client. I know many people who have also had this problem (on their own or while in a voice chat with me), and though I believe some are using the Discord phone client, I can't speak for them to be sure.
I went through the Active Bug list but could not find a report for it, though I couldn't find a mechanism for reporting it myself either.

This happens to me a lot. It seems to be triggered when I move a player to a different channel, or when they change their own channel, or if someone is screensharing/streaming/webcam sharing.

I have the same issue. It does seem to be related to changing channels, mostly but not always related to being dragged into another channel. The client has been reinstalled, settings double checked. Only one available output source and one available input source, both of which are specifically selected (not set to system default). Both audio sources are set as the system default. Debug shows the people I can't hear as coming through the inbound channels. Users I can't hear are NOT muted either by themselves, me, or the server. Volume levels are 100%+.

Yeah, this happens to me too (Using the Discord app). However, most of the times, I cannot hear anyone that is currently joined in the voice channel, and not just some random people/person. To fix it, I have to do leave and rejoin, like you mentioned. It's an annoying bug for sure.
