Resize, organize, "pop up" and adjust video chat windows

I was watching a stream on the twitch and the streamer tried to put his friends' cameras together on stream, but he had difficulty when he needed to switch screens for the game window because the camera switched places when someone left and adding that for twitch and streams the "video chats"are very small size.

So some tools and solution for video chat mode: Have the ability to adjust the size of the videos of each person, fix the video of the people in the window so that there is no movement of the camera when someone left.

And one necessary thing: Have the ability to "POP UP" each video window to organize those ones in my personal option on my desktop screen.
