Block users from joining VC if "prevent users from texting within 10 minutes" is enabled

The option to force users to be in a server for 10 minutes doesn't apply to the VC. A lot of annoying users come in, join VCs, and spam earrape music. It's really annoying, so Discord should block users from connecting to VC for those 10 minutes if that option is enabled.
