Allow users to create channels, but continue to restrict them from seeing channels their role is not allowed to see

I would like to give my users the ability to create channels on their own, but continue to keep certain other channels private from them based on their role not being included in those channels.

Ultimately, they can see any channels their role can see, and create any channels that can contain their role.
