Implement Hover Text

Hey anyone and everyone reading this!

As the subject specifies, there's a feature that I'd really love to see implemented in Discord! The most simplistic way to describe this idea is to call it "Hover Text."

What is hover text?
When you create a message in the chat input, you're able to format a "Hover text." Hover text would work by allowing a hover display that would contain text to be shown over a specified word or phrase. It's a pretty straightforward concept, but it can be helpful in multiple cases.

My preferred use of hover text:
One thing we tend to all love about Discord is the ability to easily communicate to many different people in a vast amount of countries. However, as a side effect, the language barrier still exists. One thing that would be helpful is if you want to use a specific word, you can not only put down the word but also the definition. This would allow more advanced-language people to use more complex words without having to clutter the message more than necessary.

Simplistic other use cases:
- If you create a server-wide event, you can have the time and/or the information listed in the hover box, allowing for cleaner event posting.
- If you're a game-related Discord server and you release a new update containing new in-game items, you can put down the items with sample descriptions in the hover container.
- If you're a Streamer and you post information about your stream time, you can use hover text to also listed various other timezones to help the community out a little bit.

Ideas on how to implement:
While the hover text concept seems simple enough, you might be asking "How do I implement this feature?" I do have a few ideas on how to make it work.

Idea 1: [[ Text ] [Container]]
Pros:
- Won't trigger after just one "["
- Very simple in design.
- Easy way to end it.
Cons:
- It can be difficult to balance the brackets if you're not use to it.
- Someone may would want to use "[[" for reasons I wouldn't know why.

Idea 2: Same thing but with curly brackets {}.

Idea 3: "Text":"Container"
Pros:
- Much much more simplistic
- Easier to end
- May be more effective generally
Cons:
- The checking may be a little painful, as you wouldn't want it to trigger with "", but instead if "...":" applies.
- Doesn't look as clean, despite it being effective.

I would love to hear your feedback with this suggestion! While I'd easily be able to find a use for it, I'm not sure about what the community thinks of it.
