Don't auto-open Video Chat

When a user in my voice-channel turns on Video chat, please don't have it automatically open on everyone's screen until they want to open it. Very frustrating for users with low-end PCs which can't handle the video while they're playing games, or people who just don't want to see the video.

    Agree, the first time someone opened video chat on my server the first thing I did was go looking for a way to turn it off and the only one I found was to leave the voice channel. I now just have to minimize Discord on my second monitor if I don't want the distraction, but it's still unnecessary bandwidth that should have an opt-in like watching someone's screen share.

    (Which I can't even watch their videos while I'm screen sharing, which felt unfair the one time I did want to watch someone's video but was hosting the movie night.)
