Replace > with ``` for quotes

The biggest issue with quotes is that if somebody has a tag in the initial message, that person gets pinged again in the quote. Get around this by using ``` instead of > for quotes

    Triple backtick is for a completely diffent feature than quotes: it's for code blocks. Not only does it have different basic styling, it has completely different formatting interpretation than anywhere else in the sense that it has none, so none of the formatting in the message being quoted would survive, that @-tags are not interpreted is a side-effect of that.

    The change should really rather be that quotes should not apply tagging / notification. Which is true e.g. when you quote a message which happens to contain `@here` you don't want to `@here` either.

    Also the latest update has pretty much fixed this issue: when replying to a message, the default is to use a new "reply" system which is not part of the new message anymore, so likely doesn't ping the people mentioned in the original message.
