Allow under 13s to use Discord (COPPA)

I think that Under 13s should be allowed to use Discord but with some extra things, to make sure Discord actually applies with COPPA they need to make sure that a child can prove parent permission, such as a small fee (a system of verification that Microsoft uses) to make sure that the child has parent permission, from there a parent can monitor what their child is actually doing on Discord.

It'd be cool to see this actually happen.

    Also perhaps Discord could add an under-13 and over-13 badge just to sorta distinguish y'know?
