Voice sever Moderation Muting

I think sever Moderators would appreciate the ability to mute and unmute users even if the user is not currently using a voice channel, oftentimes us moderators run into problems where functionally users stay server muted longer than intended because the user immediately disconnects from the voice channel. moderation would also be improved and more consistent if mutes could have timers.
